Although it continues to be refined in emerging doctrine and regulations, the term Personnel Recovery has remained true to its original DOD definition since its inception in the late 1990s.
This term and its subsequent directives helped codify and focus a long-standing moral obligation by the government to preserve the lives and well-being of United States military personnel, DOD civilians and contract service personnel that were at risk of becoming isolated, missing, detained or captured (IMDC) while serving the United States abroad - usually thought of during conflict.
Today's environment is different.
